Resumen del libro:  La reforma de salud explicita fines de equidad, eficiencia y participación ciudadana. Su diseño plasma de manera consistente nuevas reglas del juego que  fortalecen el  rol del Estado y su injerencia en los asuntos del desarrollo contribuyendo en forma sustantiva al proceso de modernización.  Este texto muestra cómo “desde abajo” es posible fortalecer el sello democrático de dicho proceso. El análisis  de un conjunto de experiencias innovadoras desarrolladas por funcionarios del sector y diversos actores sociales, muestran diferentes arreglos y alianzas estratégicas entre comunidades excluidas, instituciones de desarrollo y diferentes niveles del sector salud para innovar en la gestión, mejorar la equidad y proveer la ciudadanía activa. Muestran también que las reformas es una construcción social a la que es posible y necesario integrar las experiencias innovadoras y proyectar sus aprendizajes,  fortaleciendo así los desafíos de ciudad, ciudadanía y democracia que el sector aborda. Para ellos resulta clave  el rol de los cargos directivos, equipos de salud cohesionados en torno a una estrategia de trabajo.

Summary of the book: The health reform specifies the purposes of equity, efficiency and citizen participation. Its design captures in a consistent manner new rules of the game that strengthen the role of the State and it interference in the matters of the development contributing in a fundamental way to the process of modernization. This text shows how "from below" it is possible to strengthen the democratic seal of the said process. The analysis of a conjunction of innovative experiences developed by the employees of the sector and various social agents shows different arrangements and strategic alliances between the excluded communities, development institutions and different levels of the health sector to innovate in the management, improve the equity and provide active citizenship. It also shows that the reforms are a social construction into which it is possible and necessary integrating the innovative experiences and projecting their learning, thus strengthening the challenges of city, citizenship and democracy that the sector tackles. For them the role of the directive positions, health teams cohesive as to a work strategy, as well as the presence of autonomous and strong social agents, turn out to be key.
